Is he a Certified Doctor?

My boyfriend tol me this ridiculous but a true story from his mother. There is this Doctor, operated in the Province of Cebu. My boyfriend's mother suddenly collapsed, cannot breathe in their home and rushed her to the nearest clinic. The doctor checked her and asked her several questions like what did you eat this morning and etc..
After few minutes, the doctor handed them a tablet for food poisoning. The family were not confident of the Doctor's prescription, they rushed her to the next clinic in town. However, the doctor gave them a "BONAMINE" tablet. Based from the doctor's explanation, she was collapsed because "nahihilo daw sya" and is it Bonamine the right medicine? As far as I know Bonamine tablet is used for the travellers and yes "nahihilo" but "nahihilo sa byahe"

The family quickly out of that clinic and rushed the patient to the City Hospital as they witnessed the Patient's condition. It was then the family knew that my boyfriend's mother was suffering of High-Blood pressure and that should be treated immediately. She was admitted and confined in a private hospital in the Cebu City for a couple of days.
After experiencing such unreasonable and unbelievable doctor's prescription in the province, whatever medical emergencies they have, they will go directly to the Cebu City Hospitals.
I laughed when I heard about this ridiculous and nonsense doctor (if he is really a doctor) or perhaps he doesn't have complete apparatus for the patients.
What do you think guys? Is he a good doctor? I bet you laugh it loud.
